Title VI of the Civil Rights Act of 1964 requires outreach to underserved groups and states “no person in the United States shall, on the ground of race, color or national origin be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”
The North Front Range Metropolitan Planning Organization (NFRMPO) is committed to ensuring that no individual is excluded from participation in, denied the benefits of its programs, activities or services, or subject to discrimination on the basis of race, color or national origin as per the Title VI of the Civil Rights Act of 1964, as amended.

Americans with Disabilities ACT (ADA)
The North Front Range Metropolitan Planning Organization (NFRMPO) is a public agency that does not discriminate on the basis of race, color, national origin, sexual orientation, sex or gender, disability, or age in any of the agency’s programs or practices. The NFRMPO policy is in line with Title VI of the Civil Rights Act as well as the Colorado Anti-Discrimination Act (CADA). This is set forth in the Public Involvement Plan, the Title VI Report for the Federal Transit Administration document, and the NFRMPO Americans with Disabilities Act (ADA) policy.
The NFRMPO policy addresses the needs of people with disabilities living within the NFRMPO region. The ADA states “except as otherwise provided in §35.150, no qualified individual with a disability shall, because a public entity’s facilities are inaccessible to or unusable by individuals with disabilities, be excluded from participation in, or be denied the benefits of the services, programs, or activities of a public entity, or be subjected to discrimination by any public entity.” The NFRMPO policy addresses all aspects of the NFRMPO, including programs run by the agency. The NFRMPO does not discriminate on the basis of disability in the admission to, or operations of programs, services, or activities. Employment is also covered by the policy.
Qualified individuals who need accessible communication aids and services or other accommodations to participate in programs and activities are invited to make the needs and preferences known to the ADA Coordination Contact. Please give allow a 72-hour notice to adequately meet the request.

Reasonable Modification
The NFRMPO may allow the reasonable modification of its policies to accommodate the special needs of individuals with disabilities to allow them to fully utilize our services as required by 49 CFR Part 37.5(i.3). Requests for reasonable modifications or accommodations will not be approved if the request would: fundamentally alter the nature of the service, program, or activity; create a direct threat to the health or safety of others; result in an undue financial and administrative burden; or the individual would still be able to fully use the services provided by the NFRMPO without the modification.
